ACAP Projects

ACAP Projects are being implemented under the specific Project Steering Groups (PSGs).

International groups of technical experts under these PSGs identify scopes of contaminant problems through development of comprehensive inventories; identify and select the best available techniques, and best environmental practices to address these problems, develop and implement model demonstration projects.

To date, ACAP has 7 PSGs coordinating projects and activities under the Working Group mandate:

• “Integrated Hazardous Wastes Management Strategy” (Russia)

• “Environmentally-sound Management of Stocks of Obsolete and Prohibited Pesticides in Russia” (Finland)

• “Reduction/Elimination of releases of Dioxins/Furans in the Russian Federation with focus on the Arctic and Northern Regions impacting the Arctic” (Sweden)

• “Reduction of Mercury Releases from Arctic States” (Denmark)

• “Phase-out of Polychlorinated Biphenyls in the Russian Federation” (Russia)

• “Reduction/Elimination of Sources and Releases of Brominated Flame Retardants” (Norway)

  ACAP Activites

  During 2006-2008 extensive innovative work was carried out on implementation of projects on management/elimination of most hazardous contaminants which present the highest threat to the health of Arctic peoples and overall Arctic environment.

  Close cooperation with other Arctic Council Working Groups as well as results of their conducted research, led ACAP to development of comprehensive integrated approach to management of hazardous wastes in the Arctic.

  In 2008 ACAP established the new ACAP PSG “Integrated Hazardous Wastes Management Strategy”. This PSG is being chaired by the Russian Federation with active support by USA and Norway.

  The main objective of this project is practical implementation of third phases of the ACAP projects, which is implementation of demonstration projects on management and destruction of key contaminants in the Arctic. This project will evaluate regulatory structure, identify and correct the gaps, and facilitate the completion, replicability and sustainability of ACAP projects.

  In 2009, SAOs approved creation of a seventh ACAP PSG, the Indigenous Peoples Community Action Program, which will develop solutions and implement replicable and sustainable model demonstration projects addressing local sources of contamination in the indigenous communities in the Arctic. This PSG will be chaired by the Russian Federation and USA.
